Engine sounds like it's skipping...check engine light on...dishonest mechanics...?

Question:
So I purchased a 99 New Beetle a little while ago and it was running great until the check engine light came on, which ever since, the car engine sounds and feels like it is skipping and it takes longer than usual to shift gears (it is an automatic).
I brought it back to the dealer immediately and they supposedly brought the car to an authorized Volkswagen dealership because the dealer I purchased the car from is just your average, used car dealership and does not have experienced Volkswagen service people. The mechanic at my dealership told me the problem had something to do with the vacuuming something or other (I can't remember exactly, sorry!) and said the light wasn't on anymore and the skipping was gone.
The next day, you guessed it, the same stuff happened except the engine light never came on. I planned to bring it back to the dealer again after the holidays because I figured it could wait because the engine light never did come on again.....

Hi, I am an auto technician. It seems you have a couple of problems here. Obviously the check engine light worked before, and now it does not work at all. It absolutely should turn on for the "bulb test" when you first turn on the key. It sounds like it was removed to me. To my knowledge, if this bulb was removed intentionally, it is a VIOLATION OF FEDERAL LAW. As far as the engine running rough, it sounds like a misfire. What this means is one or more of your cylinders is not contributing enough (or at all). There could be several causes for this, a spark plug that is badly worn or damaged, faulty spark plug wires (if used), bad ignition coil(s), or a poorly operating fuel injector. These are some of the more common causes. Any of these problems, if not adressed promptly, could cause damage to the catalytic converter, and may also introduce excessive fuel into the engine oil, which will lead to premature wear. Your best bet is to find a reputable repair shop that specializes in driveability diagnostics. It needs to be diagnosed thoroughly. I would ask that the shop records all its findings, for your use in reporting the other shop. In my opinion, any shop that "repairs" vehicles like that should have their licenses revoked. That kind of business gives us all a bad name. It's a shame there are so many bad shops out there. Keep in mind there are a lot of honest ones, too. So an authorized Volkswagen dealers mechanics just remove the check engine light bulb.. instead of finding and fixing the problem.

You should tell them you are about to take it to Trading standards. It sounds like they have indeed just removed or turned off the warning light.
