Make sure that the steering is either locked straight, or tied straight. It is a bit hard on the front tires, but much better than than having the wheels lock up hard turn when you are trying to straighten out in traffic.If it is a front-wheel-drive, be sure it is in neutral if it is a manual. If it is an automatic, don't use the tow-bar, rent a dolly. Much safer, and less damage to the transmission.
If it is a rear-wheel-drive automatic, remove the drive shaft, or damage to the transmission is guaranteed.

No, don't lock the steering wheel, the front tires will need to be able to turn and they will turn on their own when they need to. Don't travel over about 30 miles an hour or go farther than about 15 miles unless you disconnect the driveshaft or you are taking a chance on ruining the transmission in the towed car. Be very careful when stopping - you will need a whole lot of room to get both cars stopped. Don't forget to set up some sort of tail lights and turn signals on the back of the towed vehicle that are controlled by the towing vehicle.
