You don't tell us what vehicle you have.There are several causes for this malady, but by far the most common is that the cooling fan isn't engaging.
If your car has an electric cooling fan, try this------>
Start the engine and let it idle. Open the hood, or stand directly in front of the car, and ask a friend to turn the A/C on MAX and on HIGH fan. Listen to the front of your car.
Do you hear a fan come on?
Does it sound like a loud roar?
If you don't have that sound, then the problem is that the fan isn't engaging.
Now it is time to perform diagnostics.
1) Check that the fan is getting power. If it is, the fan motor is defective.
2) If it isn't getting power,
a) the fan relay(s) is defective and must be replaced.
b) the sensor for the temperature in the engine
coolant is out of spec and must be replaced.
c) The fuse for the cooling fan has blown
3) If all components are functioning properly, then it is probable that there is a poor electrical ground for the fan circuit.
If your car doesn't have an electrical fan, you should check the belt that turns the fan and water pump.
