Transmission acting funny?

well i have a 97 chevy z71 and i just put in a a new rebuilt automatic transmission this past spring and it has been working fine. but just now all of a sudden its acting kind of funny. well it works fine but when u accelerate to 10 mph the RPM's get stuck and you kind of have to press the gas a little and it will shift. it does this at 20 mph too and at 30 mph but after that it works fine. is my transmission going out or do is it something else? it does not slip it just gets stuck put it will shift after u press the pedal. any clues on what may be the problem thanx.

So far all the answers are wrong, there is no governor, no vacuum modulator. This is an electronically controlled transmission(model 4L60E). The vehicle control module controls the shifting based on speed sensor and throttle position inputs(and temp sensor a little). You may have a bad spot on the variable resister in the throttle position sensor, but the first thing you should do is replace the fuel filter(it is under the drivers side of the vehicle and fastened to the inside of the frame)

Have your vacuum modulater checked.If you have an electronic shift modulator,then I don't know.Good luck.
