I think you have a vacuum controlled air blend door in the ducting. This door, located in the ducting, directs heat over the heater core, the A/C coil, or a mixture of both. There isn't enough vacuum at idle, so the door is closing off the heater core. It is usually spring loaded to the cold side. Could be a one of the vacuum tubes of the diaphragm that pulls the door open.

Allow the car to cool, Remove the radiator cap, turn the heater controls to maximum hot, Have an assistant start the car & rev the engine to 1-1.5 thousand rpm. You'll notice the coolant level drop. This is because reving the engine circulates the coolant into the heater core causing the radiator level to drop. While your assistant holds the RPMs up; You can now TRUELY top up the coolant system. This should solve the problem.
