95 Jeep 4wd shifter busted?

Question:
I have a 95 Jeep Cherokee Country 4.0L I6 HO 4WD. My 4wd shifter currently moves fine between 2wd and 4hi, but won't go into N or 4lo (and yes I know it has a catch right before N). Do I need a new transfer case to get full 4wd capabilities? What could explain this and how do I go about fixing it?

i think you have to put your transmission gear selector in neutral to access these gears? MAYBE
