1996 Mazda 626 e-brake?

Question:
When I pull my e-brake, it has to be on the last few teeth to grab, how would I tighten the cable, is it under the car or inside the counsel? Also there is a bolt that can be tightened through the top of the counsel through the slot, i tried tightening that bolt and it only made the handle harder to pull.

i wanted to know is chevrolet spark american or korean & if its korean made wt abt the parts?

you my friend have a seized ebrake cable. Its a peice of cake to replace, or you can live without it. The cable connects to the right rear brake caliper. You can go to a junkyard, or a mazda owners site, to see if someone is parting out their car.
