You can never get rid of rust unless you replace the whole panel. Rust is a chemical process that eats at steel once it starts it will not stop. You will have to go to a body shop for them to make mends. But the sooner the better. Also stay out of automatic car washes. They tend to chip cars up where you have your rust problem and in general chip them up.

First you need to find out how deep the rust goes. If it is not real deep, then try sanding the paint off with course sandpaper and the applying navel jelly to it. The navel jelly eats up the rust. Afterward, rinse it with water and sand again after it is dry. Get a product called Ospho. It kills the rust and turns it into black primer. Spray it with a couple of good coats of sandable primer and sand it smooth with 800 grit sandpaper and then 1000 grit.
