At what temperature[degree] should a car engine run ?

You need to go to a reputable garage and have the front end checked out. It could be ball joints, struts, or bearings. It is probably in the balljoint area, but before things get worse, get it checked.

Car A/C compressor?

CV axles. I had the same problem and its pretty pricey to get repaired. Also you may be able to get by with the mechanic putting a new boot on the joint and packing it full of grease. This will stop the popping temporarily. I recommend getting it repaired though becuase it can cause other damage to your car.
Good Luck!

what do they do in a tune up? what is PMS?

I agree with most everyone else that ist sounds like bad cv joints. I had a 98 Tarus and my brother talked me through replacing mine because he had just had surgury on his hands. It shouldn't cost more than $100 to a $150 to have it done at a mechanics. but it cost me just under $60 to do it myself. But you need to get it checked because it can cause a wreck if it goes out completely while you are driving it.

Is this car estimate right?! I drive a '01 Saturn SC1 with 93K and had it at the dealership. (I live in IL)

Ours did this too. The person that owned it before us said that he took it in, and they couldn't find anything wrong. Take it in anyways, but my guess will be that they won't find anything. All car lines seem to have some sort of common flaw to there design that runs throughout. It may be the tie rod or something though so take it in to be safe.

1999 grand prix washer mister not workin?

sounds like your car may be front wheel drive if so it's more than likely your constant velocity joints (CV joint); replacing them yourself isn't really that difficult with a little mechanical inclination. the first time I had one go out, I replaced it myself with some help out of a Chilton's manual, if replacing one, it's probably a good idea to do both sides

take it into a mechanic, anything that has to do with stearing you should have checked out right away and by a mechanic. If something fails you will lose control and could kill yourself or someone else. good luck
