i own a repair shop and if there dry ,he might have meant they had lost all the oil inside of them,that helps them to work good,other wise bouncing it wont help it ,if they are dry this means their worn out probably and will need to be replaced it can affect the handling of the car a lot,good luck,i hope this help,s.

it depends if your shocks are nitrogen filled or not. if not then...well get new ones that are. KYB is my favorite brand :-)

does your car bounce like crazy, or do you notice a grease coming out around the shock if so replace them. the noise might not be shocks though, you have springs and other componets that might be making the noise too.
