Also due to money problems at the moment i'm not sure i can afford to have this all done. Is it okay to just change the pads and the rotors later or perhaps change the rotors and the pads later? Or is getting it all done at the same time my only option. Please help i need it. Thank you.

Failure to do so will result in poorer braking and faster pad wear.Look at your brake fluid in the reservoir under the hood. If it's cloudy, it's good idea to have it flushed and replaced with new fluid. Dot 3 brake fluid absorbs water, discolors and rusts the interior of your brake lines and wheel cylinders.
Getting it all done at the same time is your best and cheapest option.

Brake fluid is designed to absorb water to prevent rust from forming in your brake system. However, as your fluid absorbs more water, the boiling point of the fluid drops. Doing the flush is important, as brake fluid is Hygroscopic (not Hydroscopic). Which means it absorbs a certin amount of water up until a certin point, then the water will seperate, this water is dangerious in the brake system if left for to long. It will start to rust brake lines from the inside out. Also, with a brake fluid flush, all of the contaminants, dirt and debris that is caught in the system will be removed, this dirt and debris can damage seals, lines, and hoses, and clog the master cylinder in some cases.Does anybody know if there are colleges and univesitys that teach you how to work on cars?
If you can not afford the brake flush, you can go without, but once you get the money it should be preformed. It should be preformed every year or brake job, whatever comes first. As there will always be contaminants in the system and get into the system, and the fluid's chemical composition will cause break down over periods of wear, when the fluid heats and cools (when breaking).
