I have questions about a cold air intake?

1) can u damage your engine by adding a cold air intake? 2) is it easy for water to suck up into it when it rains.

The only way you can damage your car by putting on a cold air intake is if you don't know what you're doing and break something while putting it on.
There are a few people who think that aftermarket intakes let in a little more dirt in order to let more air in, but even if it does, with a good brand it'll be so little that you don't need to worry about it.
You generally won't get any water in your engine in a situation where you wouldn't get any in it with your stock intake, since it usually goes in the same spot that the stock one came out of.
(In other words, it doesn't really increase any risks.)
