Whats the best way to make my 95 Mustang sound loud from the exhaust pipe?

Why do you want it to sound loud? That's against the law and annoying. If you want a better tone, go with a 3" exhaust and put a resonator in it. Then get resonated tips for what ever muffler you're going with. It'll have a much better tone and won't drone at highway speeds.

Change your exhaust
glass pack is the loudest.
Flow master is good.
Or you can get one of those rice burners that you hear on all of the honda's and race cars.

Flowmaster mufflers sound great on mustangs. That's what I have on mine and wouldn't trade them for anything.
