Dry start engine seizes crank bearings in 10 sec?

Question:
This question pretains to a dump truck(international diesil engine). immeditlly after draining oil from pan, a quick start up (10 seconds or less) would be enough to seize crank bearnings? My quess is no way cuz the engine had to little time to sit there fore was the seizure only caused by no oil in the crank case? anyware I can red up on this will be helpful
