RPM- Its called Revolutions per minute/ revs per minute what ever you want to call it. Every time the piston say starting from number 1 starting at the top goes down and up then down and up again is a called a revolution. the crank has only turned 360 degrees, while the piston has gone up and down twice.the numbers on a REV counter count up 1,2,3,4 and so on and you multiply them by a thousand. if the needle is pointing say to the 1 then your engine is running at a speed of 1000 revs per, if its on the 2 the engine speed is 2000RPM, and so on. RPM's have nothing to do with Horsepower. Its what modifications you make to the engine that creates the horses. for example if you get an engine thats standard, the horsepower rating could be say for arguments sake, 100Horses. If you accelerate to maximum revs. thats as fast as its going to go, adding 1000 more revs will only make the engine rev higher but no speed will come out of it, just more fuel added to it. IF you pull the engine out put bigger pistons in you'll create a few more horses. change the valves to bigger ones put a higher lift cam in it, port and polish the head, etc... this will increase the horses but the revs will still be the same, its just you will get to maximum revs quicker, but using more fuel, changing your drivetrain ( gearbox, diff,) will also help create more horses,and reach a faster speed top end speed, you put a engine with a turbo or supercharger on it it will have more horses again, hence making it even quicker to get to top end speed but gaining20-30mph more.
