Will a car pass smog if new transmission is needed?

Question:
We have a '91 Buick LeSabre that is on it's last leg (needs a new transmission). We'd like to sell it to someone for $500 obo since it is still running and someone could easily fix it up. However, to sell it, it needs to pass a smog check. Does anyone know if it will pass a smog check if it needs a new transmission? If not, how do we sell it?

Is my starter going bad in my '97 Camry? If not, then what?

You don't tell us which state you live in, but in California, an emissions test is indeed required, and in most of California, the test requires driving the car on a dyno-type test machine. If the transmission will function well enough that the tech can drive it for 45 seconds at 15 MPH, and 45 seconds at 25 MPH without slipping terribly, and the engine RPM doesn't exceed 2000 RPM, it will be testable, and the transmission shouldn't contribute to its failure unreasonably.
That car is too old for the transmission to cause the "Check Engine" light to illuminate, though if the light comes on during any part of the test, it would fail.
If you don't think it will make it, sell it "AS IS", and on the bill of sale, note that the car is being sold, with the emissions test incomplete, and is the responsibility of the buyer, and have him sign your copy of the sale.

Catalic converter replacement?

Normally the transmission does not affect the results of a smog test. There are a couple of conditions where it would. One is that the trans slips so bad that the test at 2500 rpm could not be done and the other is if it is electronically controlled and sets a "check engine" light. If your car will pass these two tests than you are probably OK.

Your car should still pass smog test (provided the engine is in good condition).

Does this mean that my clutch is going out?

if the car will stay in park, and you can get it to an emissions testing place, yeah, it should pass emissions, which depends on the motor (and exhaust system), not the trannie.

What are the torque specs on 99 Escort 2.0L Head Gasket & the torque sequence?

All the advice above is valid. If the check engine light is on, it will automatically fail regardless of the reason (at least in Ohio), so start with that. If it's off, follow the advice above.
