The other 2 answers are wrong. Believe me, I know from experience. In older cars, if you still have the plug in the lighter socket, it will still remain on and it will drain your battery. Anything after 97 or so...it will not, it will stop when you turn the ignition off.

Your charger should have a light on it, so that when you plug it into the socket, you know it is on. It will usually turn off when you turn the car off.

Not unless it is charging your cell phone with the car not running...disconnected from the cell phone it doesn't have a complete circuit...

No, not unless the cell phone is plugged in. Then its such a small drain, it would take months to make any difference.
