There is a micro switch in the driver's seat belt latch that is not closing when you buckle up. A quick and easy fix is to find the wire(s) going to the latch and either ground it (one wire) or connect them (two wires). That should stop the alarm but then you won't have the reminder if you do forget to buckle up. I have the exact same problem on the exact same car. It is on a relay. On the floor board in the center under the dash you'll see this little box like 3X3inches and 1 inch thick. That is the control module for the seat belts. I got down there and opened that box up. It was pretty tough to pry open. Once opened I just stuck a pin in the speaker that made the beeping sound. The seat belt light still flashes but no more beeping.

Another option and probably your best bet is to get the seat belts in the car in the correct position and just pull both wires connecting to that box. My new problem is that I can't get my seat belt to move back and forth on the track. If I would have pulled those wires they'd be stuck in the correct position.
