Had the same problem with my 91 civic. you have to sit and wait for a few minutes before you can try again, right? It has something to do with the components inside the distributor assembly. (thats where all 4 of the sparkplug wires are connected to) Unfortunately that thing is damn expensive. I went to a scrapyard and got one from there.
Your car also has a self diagnosing computer. Right after you experience the starting problem keep your ignition in the on position and immediatley lift up your passenger floor carpet and check to see a red blinking light there. It blinks a certain number of times for different problems with your car. If you see it blinking, re post your question with the amount of blinks and I will check in my manual what the problem code is. If it blinks 15 times, that means it is a faulty igniter. (which is in distributor assembly) You may also check to see how much it is to install a new igniter. It might be cheaper.
Also check out a honda enthusiast website like revscene.net or another in your area. People are always selling bits and pieces of their cars for cheap.(like distributor assemblies)
Anyways after I changed my assembly, no more problem.

It could be your starter or your starter solenoid. It may sound confusing, but rest assured it is fairly simple.

If you find it confusing, talk to your auto parts dealer (the counter guy at Autozone, or wherever...) They will be extremely helpful in finding your starter and can even tell you how to do it. It really is just two bolts and some wires. You can usually do it in about 20-30 minutes.

Where can i find the correct timing on a 4 cycle robin/subaru go-kart engine (10hp)?

You are mixing up two different problems. One problem is when your engine won't "crank". That means you turn the key to start and the starter motor doesn't run. Maybe the lights still work and maybe you'll hear the starter solenoid make a clicking sound, but the starter motor itself doesn't run. In that case, remove and clean your battery terminals and cables and have your battery load tested at the auto store. Once you've done that and you know for sure that the battery is good and fully charged, then if the engine will still not crank over, you need to check and see if the battery voltage and starter switch voltage are getting to the starter solenoid switch which is usually mounted on the starter motor.
Finally, once the engine is cranking ok (starter motor runs ok), then you can diagnose a "crank but no start" problem meaning the engine won't fire and run.
