There is a clip on the back of handle. push the door panel in and you can reach it w/a screwdriver. Just pop it off...

Ah yes the neon.. I got one. first like the other guy said you can pull the handle and get at it with a screw driver (if you have a small cheap one bend it a little it makes things easier) I have also heard of using a towel to get at it by running the towel back and forth behind the crank but I could never get it to work. another thing if you are taking your panel off if you don't have the tool to take the door panel and fasteners off I suggest buying one they are like $6 you do not need it but those fasteners cost me $14 for like 5 of them, so try not to break em.
