You can go to an autobody supply and purchase some fine grit sandpaper. Example 5000 grit. Wet it and lightly sand the lens. Then with some car buffing compound polish the lenses. Follow that with finer polish until the shine is restored. There are also kits that are available at some parts stores that have all the stuff you would needThere's a product called Flitz that my husband used to work miracles on my 13 year old Escort. It's a polish.

Blue Magic Plastic polish. I used it in the past with exellent results. good luck. You can buy this stuff at most any auto parts store for about 5 bucks or less.
If the coating is on the outside, white toothpaste can be used, like removing the yellow film or removing tobacco stains from the teeth.
Probably no way to do anything about it. The outside lens is made of a plastic that yellows over the years. The only way to fix it is to replace the unit and they are not cheap.
