99' Merc Cougar is based on the Ford Contour (Mondeo in Europe) platform, so I'm going to assume it's similar mechanically. In which case, the turn signal, along with the hazard lights is actually controlled by a single module wedged shaped that fits over your steering column. It's behind the wheel, where the turn signal stalks are.I have a '96 Contour that had the turn signal problem. First the hazard went out, then the turn signal AND the brakelights went too. Only the center brake light works. All due to this dying, but it's old enough. That controller module costs about $150, and is a dealer-only item.
If not, let me know, but I seriously doubt it. :)
