No. Moisture will still get underneath the decal which will continue the rusting. You will want to use a rust preventive paint like KBS RustSeal and then put the decal over that.

no they will not the protect the body the paint scratch will eventualy bubble up from rust and will have to be repainted because u need a clear coat to protect the body of the car
