Are the bolts in Ford vehicles (such as the bolts that screw the seat down, etc.) metric or not?

Metric any newer model vehicle will have metric on the inside

2002 Pontiac Grand AM, Service Engine Soon, ABS, and Trac Control warning lights are on?

Depends upon which model Ford you've got. Some use metric throughout the entire body but SAE on the running gear/engine and accessories. Some use all metric and some use SAE exclusively. The only way to find out is to try using your SAE wrench on the bolt; if it comes close, but doesn't quite work, it's probably metric.
