Question:
I thought it was just in cold weather that my stick wouldn't move. But even though the weather has warmed up, it's still stuck.
I have a Chevy Malibu if that's needed.

The problem you are exsperiencing is that the shift cable
running from the transmission to your shifter is either frayed or broken causing the shifter selector not to move. A way to tell if it is the problem is to disconnect the cable from the transmission, and see if the shifter will then move. If it does, something in the transmission is wrong. If it doesn't, the cable is bad.

It is possible the brake/shift interlock cable is mis-adjusted, or broken. Are you pushing on the brake good? Cars won't shift out of park without it...Can anyone tell me where the fuel cut off switch is located on a Ford Escort XR3i convertable?
i think you are talking about your gear shift lever. If so it sounds as though you may have a loose linkage pin or a locked-up transmission. However if you can't do the work yourself you should have it in a shop to be looked at.Hope it helps.
Sounds like the release mechanism isn't working. Have the vehicle towed to a good transmission shop and I'm sure that (for probably less than a hundred dollars), they'll be able to fix it for you. Good luck!

I assume this is an automatic. Then more and likely the shift lock solenoid isn't releasing like it is supposed to. Or, maybe not stepping on the brake to shift gears? Which I know you would be...
