Emulsion paint is usually water based so it should come off with a little water and gentle rubbing with a cloth, also try a steam cleaner direct the nozzle at the paint and use a cloth on the other side to the nozzle to catch it when it blows off the seat. Both should work. Don't put nozzle too close to the plastic though or it will possibly melt it. Take it easy and carefully.

Try freezing it with an ice cube then scratching it off with your nail if there is not much. If there is a lot you may need to freeze the whole seat in a freezer overnight, then squash the seat with your hands {it should crack off}. If the emulsion is very thin go to a auto parts seller and buy a spray can of vinyl dye. It's designed to work on vinyl roofs of cars so it should be fine.
