Shouldn't be much more than $250 or so, but unless it has a lot of miles on it, it shouldn't need the valves run. I had a 280ZX that clicked, and all the Z guys said to leave it alone, that's just the way they sound. I don't know if that applies to an Eclipse, but it would be an exceptional case if the valves needed to be adjusted before 150k+ miles.

If I need a catylic converter would that cause my truck to not drive right?

You have hydraulic lifters in this car, so if it is lifters you need to replace, no adjustments, then you are looking at around $750 (replacing all 16 lifters in a worse case scenario and 5 hours of labor at $80 an hour plus tax and a t-belt since you're already there). Are you sure it's valve train noise? if you have bad lifters, it will click at all engine speeds. Bottom end knock sounds like valve train noise and will appear in its early stages only under load. You should let a mechanic check it out.

Your engine has hydraulic lifters which are not the best quality. The only way to cure the ticking is to replace them with the revised model lifters.
