I'm a professional painter with 40 years experience.I've never seen a tape that will remove easily after being in the weather for long.If you have to,use some duct tape and when it's time to remove it,saturate it with charcoal lighter fluid to dissolve the glue remaining on the surface.

If the paint is not new fresh paint, you can stick most any tape to it. Problem is, after a while you will need rubbing compound and a buffer to remove the glue.

painters tape or masking tape, would be best. Electrical tape, duct, and gaffers tape will leave a residue that will be difficult to remove. Packing tape may do the same, im not sure. i would personally use painters or masking. it would be the most effective. but since it will be in the elements first put masking tape on then cover that with duct or something similar to protect the masking tape from rain and peeling
