Don't blame you for looking for an alternative to sand-blasting. Blasting with sand can remove metal because sand is so abrasive. Try media blasting... they have a variety of materials that will remove the paint and rust, but won't erode the metal. They can use plastic beads, ground up walnut shells, etc. that aren't hard enough to remove or distort the metal like sand will.
