Question:
I always have to take off the air filter, and spray strarting fluid in the carb before it starts (usually twice: spray carb, pull, [it turns on, then sputters and stalls] then a second time, it works) What can I do to fix this? once it is on, and it has been running for a minute, it is fine, and doesnt stall. Any ideas?

u shouldnt need starting fluid..and actually, that's a bad idea to use it. air filter is supposed to be on at all times. have a new air filter on it, change the plugs, make sure they're gapped properly. use a bit of choke on the 1st start of the day. starting fluid used wrong can wind up causing engine damage. this stuff is more flammable and explosive than gas. if the bike backfires, u could wind up gettin the carb caught on fire with that stuff.
What happens if exhaust is clogged?
Get a rebuild kit for the carb. Remove the carb, clean it and rebuild it per the instructions in the kit. Check you gas tank and gas can to be sure they are clean.What is the best scooter for getting me to work - I need to drive about 25 minute radius from home.?

Your plug(s) get nasty real easy if you try to fire it up too rich, and that makes for more problems like fuel in the oil. The puppy runs hot and wears. The wear makes it harder to start.
