Agree with the lady also rode passengers on my rd50mx years ago.On a full car license and could also take L plates off.
But not on any other size bike.
Law might have changed now but that was the law as was often stopped and when showed Police full driving license where happy with that.

there is no law to govern the age of a pillion only that they are tall enough to have their feet on the foot pegs and that they can reach the grabrail .. if they're that young though probably best they hang on to you so you know they're still there....you can cary a pillion , if there is aduel seat footpeg for pillion that both of there feet reach, thats it took my sons on my motorcycle from the age of 3 made a set of bolt on foot pegs for them took them to rallys all over the country,
helmet for pilion has to be up to uk standards same as yours,
also this is the stupid bit dark visor regs apply to the pilion as well as the rider,
