If your headlight has burned out repeatedly then high voltage can't be completely ruled out as a possibility.Check the voltage and replace the voltage regulator if your voltage reads too high.
But if your headlight it has only burned out one time and your voltage checks out to be ok then I would look for a short in the wiring.

Mine is a '99 FXDWG. Regulator is factory and still OK, but not out of the question for them to go **** up. Usually it causes other problems also when it's the regulator.
