I am painting the bike black and the Rims are white. So i used aircraft remover to take off the white paint. Its smooth and shiny on the lip. But the middle spokes are rough and dull looking.

I have done a lot of polishing, it's time consuming and requires patience.I recommend taking them to a metal polishing shop, you'll save yourself a great deal of time and aggravation,plus you'll probably have to spend $100 on polishing tools and supplies.
If you insist on doing it yourself, start by sanding smooth with ascending grits of emery cloth either by hand, by dremel or both . Finish sand with scotch brite abrasive pads,remembering the smoother you get your surface by sanding, the easier your polishing will be.
Once you've got your wheels as smooth as you can get them, using a dremel or similar tool and cotton wheel, Polish with emery compound, then finish with white compound.
I have spent 10-12 hours on a single wheel.
A shop will charge around $150 per. I think your better off to spend your 10-12 hours at work and pay a pro to do it for you.
