I also know people who started on 600s and 1000s and are dead.
Most bikers who have been riding for anytime know someone who died on a bike and that is why most will warn you away from a race bike as your first bike. It is common sense, you didn’t take driving lessons in a formula 1 car either.

I started my son on a 50YSR. He learned to lean and drag knees before age 14. He learned faster because he was on a smaller bike and had less to worry about.

At a buck 40 a 250 would be anything but slow. But lets face facts you are 15? and not going to be a buck 40 all your life. It seems like most of the people who keep pushing 250's dont even ride sportbikes. You'll be fine on a 600. I started on one, almost everyone I know who rides started on one. I know people who started on 750s and 1000s too and were just fine... not that I am recommending that. What are the negative effects of doing a motorcycle burnout on the bike?
My advice is to get an older bike to start out with because you are bound to drop it at least once. The CBR and R6 are both great bikes but also take a look at the gsxr 600.
