Can anyone tell me how to balance the carbs on my '98 CBR 600, please?

Too much power for the purpose. A 250cc motorcycle can get 75mpg and can reach 100 mph. A 1300cc motorcycle can get 52mpg amd can reach 186mph.

where can i learn how to ride a mortorcycle?

If your purpose is to save gas, get the smallest bike that will reach the speeds you need to reach. If you're only doing around town riding, you really only need a scooter (50cc) which can reach 35mph. If you're doing some highway riding, you need a larger bike like the 250cc bike. If you're doing long distance riding and need more power to carry gear or a second person, you need a larger bike (maybe not a 1300cc bike but still a larger one).
