depends on the circumstances...Generally, I think a good punishment would be that they are fined, and have to pay you, the amount of the item they tried stealing, for the first offense. Of course you still have your bike. If they stole your bike, and you don't get it back, they would have to pay you double the cost of your bike.
And...maybe..if they can't pay, than their family has to pay the fine...

Drive the bike over their hands so that they can't steal another bike.Kids, I'd say ground them, give them months of community service, and lots of extra homework. All work and no play for a few months should teach them a lesson. Mind you, when I say kid, that's 14 and under.

Once you hit 18, you should know better. Then, as I love bikes, if mine was stolen, I would probably request an off the record beating where somehow the person ends up with a few broken bones and maybe a little internal bleeding.
