Licence requirements for driving in europe?

Question:
My friend only has a cbt for his 125cc bike but has held a full uk car licence for 5 years, does he need to take a motorcycle test to ride his 125 in europe (france/germany) or can he just ride it with only his car licence? any help much appreciated.
