Honestly, it could be anything!Take the air filter off and clean or renew.
Check the HT lead for wear, and renew.
Check the coil for a good spark.
Check the fuel filter, and clean.
Check the carb float height, and float action, and adjust.
Check the choke is working smoothly.

As Don E suggested, first thing you have to do is make sure gas is getting to the carb. IF gas is getting to the carb, then you still have a carb problem. You said you cleaned it, I hope that doesn't mean you just brushed the dirt off the outside. Pull the jets, ALL of them, hold them to the light, you have to be able to see light through them or it will not work. The hole in the pilot jet is very small if you can't easily unplug it just replace it. Make sure the float/needle/seat is assembled correctly, I have seen people try to put the floats in upside down. "greg e" gave the best answer. Most likely the top end (piston & rings, cylinder) needs to be rebuilt. If you don't have a compression tester ---Remove the exhaust pipe.
--Look in the exhaust port with a flash light and mirror.
--If you see any discoloration below the rings and/or scoring of the piston and/or cylinder wall -rebuild the engine.
--The worn out top end isn't creating enough vacuum to suck in fuel from the carb. That's why it runs when you put gas in the spark plug hole.
