a. the fairing is not damped at the mounting points, which you can check by manually shaking the fairing at different points (just grab and shake!). Possible rubber bushing missing? Loose bolts? Missing washer under bolt head?
b. there must be something else on the chassis that must be vibrating like mad (you are only seeing it in an amplified form at the fairing). This would be a bigger worry
c. the fairing is resonating at certain low frequencies (due to non-uniform thickness of the fairing material) - which you can figure out by keeping the bike in neutral and very slowly raising the engine RPM, all the time checking if the fairing vibrations are increasing

If you can locate the source of the problem, the solutions are simple:
- rubber bushes / washers at the mounting points
- a few strategically placed gobs of tar (on the inside, of course) or small bags of sand (stuck with Araldite). Think how you can stop a drum or dhol stop vibrating by placing your hand on it
