it has been sitting in my garage for about a year since ive rode it..........and i dont kino wats wrong with it...........i think it was flooded so i emptied all the gas adn i dont kno wat else i need to do..........so any help would be really appreciated.......

The engine won't turn over? Push down on the kickstarter and it won't move? If so,is it a nice motorbike for a learner?
Did you leave the gas on? Petcock in the 'on' or 'reserve' position?

If so, it's possible fuel leaked through the carb and into the cylinder. This can cause the rings to rust and stick to the cylinder.
If the engine will actually kick over but won't start, then there's a bunch of things it could be, but start with the simple stuff.
Engines need 3 things to run. Fuel, air, and spark. Make sure it has all 3 of these.
You're headed the right direction with clean fuel.
Next, install a new spark plug (make sure it's the correct heat range and style for the engine).

Third, clean and oil the air filter.
If it still won't start, then check to see if you have spark.

If you've got spark, then re-install the plug, open the throttle a few times and kick it over again 3 times. Remove the plug and see if its wet. If not, then the fuel from the tank is not getting into the engine. You have a gummed up carburetor.

is it electric start? if it is then get a new battery
change the plug clean out the tank rebuild the carb and put in fresh gas and you you should get it started make sure you blow out all the ports in the carb
