FREEDOM SCOOTER model 959..2 wheeler..there is a constant beep since the rear?

wheel was changed from the time i put in the key until i remove it..also a "jerk" when i turn off the key? can't get it to go away..anyone know what it is? is it a warning beep of a problem with the wheel? thanks...
