Use vice grips if you have access to it, if not, go to the local hardware store and get a set of easy outs, they will come in handy. drill a pilot hole in the bolt, then use the easy out.

You can use an "easy out". You drill in to the head of the bolt and use the tool that loosens as you tighten. You can get them at auto parts stores

weld another bolt to the top of it. Then you can use a wrench to back it out. Done this on quite a bit of machinery over the years and cars
