i pulled the fuel lines off the tank because i lost the cap for it and i got a new tank off an old similar motor now i dont know where the fuel lines go in the tank , theres a small tube , and a larger one , someone told me one of the lines is for pressure or something in the tank . also does ti really need pressure for the carb to suck more fuel up ? , i nee help plz .

If the 2 lines go to the petcock, you have a "vacuum petcock". That means the fuel will not come out of the petcock unless the engine is running. The vacuum of the engine sucks a diaphragm in the petcock, to let the fuel come out. The other end of that hose would connect to the carb or intake manifold. To check if that's what your scooter has, remove the lines and turn on the petcock. If fuel flows, the smaller line is probably a vent hose.
The vent hose will go to a small tube sticking out of the tank in a different area of the petcock. And it doesn't connect to anything at the other end - it just hangs down towards the ground. Make sure it won't drip onto any hot parts of the engine or exhaust.
