Question:
he has a mid 90's Kawasaki Ninja 250, and when he turns it on, it idols decently for a little bit, but then after about 5 minutes, it will just stall. When he rides it, it will stall on him in the middle of the road, and not start up again. It ran fine a couple of weeks ago, and it is not due to inexperience, he has been riding for years. But, for some reason, his bike is now stalling every time he turns it on, all by itself. He has changed the spark plugs, he cleaned the carb, he checked the gasoline for water from condensation in the winter, we are confused here, any advice?

2. Are there any in line fuel filters? replace them.
3.Check the float. Possibly either flooding or starving the carb for gas.
4. Check the jet that it is not clogged
5. Drain all fuel lines, carb and tank and start over with fresh gas.

There might be something in the gas tank or gas line. Tell him to drain the tank and see if the gas flows evenly or if there is something wedged in the line. Is there a gas filter? Has he replaced it?is the battery dead?...bikes have to have a good battery for them to stay on.

brett v and guardrail has the best 2 answers. u might have a coil going south, but i have a very strong feeling u could have a dirty fuel filter screen, and u might even managed to get a sliver of junk in jet, and that can stop a bike dead in its tracks. u know what i was also thinking...u might have had a carb intake gasket go south and was suckin in air. did u replace the intake gaskets when u cleaned the carbs? How do I change the sparkplug on a Geely scooter?
The only thing I can add that already haven't been said, is check to see if the tanks vented, i. e., if there's a vent hole in the gas cap, take off the cap and blow through it too make sure it's not clogged. The tank HAS to be vented, to allow air in to replace the fuel coming out, or it will "vapor lock".
Next time it stalls and won't restart, remove gas cap and try to start without cap, to see if venting is the problem.
