Best buy is a loaded question. You can get some really good stuff for a good price but it might be more expensive than you want to pay.what year did husqvarna dirt bikes get water cooled?
Since you mention chaps, that's a cruiser type of gear so I'll have to assume you ride a cruiser. For rain gear, the HD gear is actually quite good. A good alternative would be the Tourmaster Gear. Both are well made and are a reasonable price for the quality you're getting. I tried the Frogg Toggs once and didn't like how thin they were. They probably were perfect for the rain but I didn't like them.
For chaps, you want to check two things. The thickness of the leather (don't get split leather which is leather that's sliced thinner) and the quality of the zippers. If the zippers suck, they'll be useless. I can't give you any places to look though. After research, I got mine on E-Bay.
FrogToggs are nice in the south, they breather more than the plastic/rubber rain suits and they pack up nice and small. Just be careful of the pipes, just a quick brush with them and you will have a hole. All the other comments on chaps seem to be right on, I don't wear them currently.
