well ,a change of exaust to a sports one will help some ,also try up-rateing the jets in the carb ...some models of scooter/moped are restricted in the gearbox also,but the above suggestions should increase the speed for you .

The best way to derestrict any scooter is to sell it and buy a motorcycle. You have to remember that if the scooter has more power you need better brakes etc. Stop messing about and get a bike.You don't buy a 49cc scooter to go fast. set your sights higher for that.
