Does a 1970's motorcycle need to have EPA (noise and emissions) stickers to pass inspection?

I have a 1979 Suzuki GS850, will I be able to register this bike in NJ without these stickers on the bike? How do I get these stickers?

It only has to conform with the regulation in effect at that time. Which is nothing. I take all the stickers off my bikes as soon as I get home from the dealer. All they are going to look for to register it is a valid title and insurance. The inspection is cake. Brakes, lights, controls, tires, etc.
Here is a tip for you. Make sure you show up with a DOT approved helmet with a clear face shield or clear goggles. The helmet has to have (3) 2" reflective squares on the sides and back. You will fail without these. Guaranteed!

No motorcycle shop is equipped to test for sound and emission levels. So they're not required to check for exhaust problems. Shops are in business to make money. They sell aftermarket pipes that are so loud, they would make your teeth rattle. And they have no EPA standards stamped on them.
If shops failed every bike with aftermarket pipes, no one would buy them (and they would probably set the shop on fire for selling them to him LOL)
