Does the oil overflow tube on a 4 stroke dirt bike suck up water?

I enjoyed my F4I . The only problem i had with it was the cam chain tensioner. It made the engine sound as if the valves were way out of spec but it was the cct. You can get them from www.bikebandit.com pretty cheap. It was like 25 dollars cheaper than the Honda shop. There pretty hard to sell if they have over 20000 miles too. No matter how well the maintenance is people just don't want them. It made a great commuter bike. It was very stable and worked great in the rain. Well as good as a sportbike can be in the rain.
