You might as well turn it in to them whether you can get it back or not.if you get caught with it and can't prove it is yours, they'll probably take you in with it. {No, don't do that}
Your best bet is to check with the DMV and ask them what to do. Hopefully you have some way of proving you paid for it.

Not much you can do. At this point, the only way to licence the bike would be to buy a bare frame with a VIN on it and a title, and then transfer EVERYTHING over to that frame. Everything else can still be used, but that frame is worthless with no VIN
