If the bike was ridden on the beach, it's been exposed to salt water. Salt is highly corrosive to metal parts. Sand and water getting past wheel bearing seals would damage the bearings. All of this stuff might not be noticeable at the moment, but could slowly destroy the bike over time. Something to think about. It's the old sayings, "You get what you pay for" and "Buyer beware."
